House building targets to become advisory

The Guardian reports that Rishi Sunak is to drop compulsory house building targets. Could this mean that the Council could just allow building where there is supporting infrastructure, such as access to schools, doctors' surgeries and sewers? If so, then the Local Plan should be revised. Housing, especially affordable housing, is needed, but somehow it needs to have the supporting infrastructure too.
